Amendment on Amendments
The Constitution is a living document that requires regular maintenance to continue to be relevant to each new generation, to accommodate changes in technology and values, and to continuously patch the gaps where tyrants and crooked citizens find opportunity for exploitation.
I. A Constitutional Convention shall be convened at least every 20 years without exception. The Governor of each State shall select three representatives, no two can be from the same profession and none can have held any public office in the last ten years and all are ineligible for the next ten years.
II. The Convention shall enjoy the same immunities and privileges as Congress while in session. The Convention must finish its research and public debate and submit amendments for ratification to the States within 120 days. Each State Legislature must hold public debate on each amendment and vote to ratify within one year. Votes from both bodies will be adjusted to the proportion of citizens they represent.
III. The Supreme Court of the Union or any State may refer divisive constitutional issues to the Convention and Congress must allocate reasonable funds for the Convention; otherwise no involvement of current public office holders is permitted. To do so is to commit Treason against the Union. The Convention may take counsel from any expert within the Nation, but all debate and writing must come from the Convention.
IV. The Convention may produce amendments that grant or revoke rights, establish or modify how the justice and governance are conducted by or onto any branch of the federal government, how States and the Union interact, declare values and goals of the People, and other universal and general rules for how government conducts the People's business. The Convention may not write amendments which favor individuals, parties, religions, or States; or that demand specific spending. Amendments that restrict or reduce rights and liberties require ratification by every State in the Union instead of the usual three-fourths.
