Amendment: States & Territories
- No Terrority of the Union that has full-time inhabitants, excluding military personnel, may exist as a Territory longer than 10 years at which time it must be made a full State or set free to find their own way.
- Any special districts of the Union may exist as permitted by this Constitution, but if citizens are allowed to live there, they must have full representation and equal protection and all rights and responsibilities under the Law as all other citizens.
- The District of Columbia shall be a special non-State district permitted to exist without expiration.
